No. Physical condition, legal compliance and market evaluation are separate professional questions. They can be commissioned together under the appropriate scope, but one does not substitute for another.
No responsible visual inspection can guarantee concealed conditions. Reports distinguish observed conditions from inaccessible or concealed elements and state the material limitations of the inspection.
